Helldrakes
Those are rules for the monster-helldrakes, and as creatures they were inspired by the mounts of Nazguls from Tolkien literature (even though undead have carrions which are thier warhammer counterparts...). For rules for Helldrake riders check Total Power magazine or Arcive Pestilen.

The frightnerig creatures called Helldrakes can only be found in Nagaroth. Those monsters according to the legend were race of beatifful bird like creatures corrupted by Chaos. Now their bodzies are bare, without the fethers. Their apperance can be best described as a hybrid betwen a bird and a Dragon. They have long curved beeks full of razor sharp theths, and a pair of massive wings. They have two feets with long and strong claws. Their body is long and snalke like, ended with a long reptilian tail. Their cries pierce the air and cause fear in the hearts of all living creatures. Helldrakes are very dangerous, because they attack with great ferocity. Some say they have no self- preservation instinct because they are known to attack creatues many times their size, or wirhout fear descend from above on large regiments of troops and fight to death. Dark Elf Beastmastersoften capture those creatures and use as mounts. However only very reckles or experienced an powerfull  ones dare to ride those creatures into battle. Those dark shadows swooping along the sky with the bllod chiling cry are called Fell Riders. Because Hellrakes are very rare, there's only few Fell Riders. Most of them are known champions and beastmasters. Sometimes also mighty hero's and generals use those creatures in battle. Helldrakes are even more capricous and stubborn than Manticores. If not ridden by a rider they tend to attack friendly units or just fly away from the battlefield.

Helldrakes are monsters, and if you want to use them their point value counts as monsters, unless they are ridden by character- then it cauts thoward the character point limit.

Helldrakes are subjected to folowing rules:
Fly: Helldrakes fly as described in the rulebook
Terryfying Cry: The sound produced by those fell birds cause fear in all living ceatures. When helldake cries (and Dark Elf player can delcare it at any time during his turn)all enemy models or units  in 12" must pass Ld test or flee. If he uses this ability while flying high, all enemy units have to roll for their Ld- if they fail they may choose not to flee. If they stay in place their morale is broken -they know that some terrible creatures above just wait to attack them when they leas expect it. For one turn this unit's Ld is modified by -1. This modifier is cumulative (ie if theres more than one Helldrake in Fly High, theres posible that some units can have -2, -3 or even bigger modifiers), but is imidiately removed at the begining of next Dark Elf turn or if such unit will be broken and flee.
Mod. Bound Monster Rule: If Helldrake has no rider in each turn roll for his Ld. You cannot use Ld of any character close by, no modifiers from magic items or other rules also do not aply. If Helldrake will fail this test check what he does this turn.
1-3    Helldrake lose intrest in the battle and flyes away- remove it's model
4-6    Helldrake attacks nearest model or unit (friendly or enemys) If in Fly High threat as 1-3
